Scaling a Critical Validation Workflow

Offino improves global wireless communication standards and monetizes those innovations through standards-essential patents. To qualify a patent as standards-essential, the team must prove that each claim feature is reflected in official 3GPP specifications.

That process, known as claim mapping, is detailed, technical, and document-intensive. Analysts manually decompose claims, search across large specification documents, extract supporting sections, and draft formal justification. For complex patents, this work can take days.

Leadership identified a clear leverage point. If claim mapping could be systematized and accelerated without sacrificing defensibility, it would materially increase throughput and revenue velocity.

Offino partnered with Focused to design an AI system that could turn this validation workflow into a structured infrastructure.

Architecting a System Around the Real Workflow

Rather than layering AI onto an undefined process, we modeled claim mapping end to end.

The system accepts a patent claim, decomposes it into structured features, retrieves relevant specification sections, ranks candidate matches, and drafts justification aligned to how inventors already work. The output is not a chat transcript. It is a structured draft claim-mapping document designed for formal review.

The central technical challenge was retrieval.

3GPP specifications are large, versioned Word documents with deep hierarchy and iterative updates. We built a preprocessing pipeline to parse and normalize these documents, preserve structural metadata, and chunk content along meaningful boundaries before embedding and indexing.

In standards-driven domains, ingestion fidelity is critical. Poor document structuring weakens both recall and legal defensibility.

From the outset, we anchored the system in measurable evaluation. Using historical claim maps as labeled ground truth, we established a recall-based framework to assess whether the agent surfaced the same sections previously identified by expert inventors. This shifted the initiative from experimentation to a defined engineering program with clear performance signals.

A critical constraint was version awareness. Identifying the earliest specification release in which a feature appears has direct licensing implications. The architecture was designed to support cross-version indexing and temporal reasoning, positioning the system as durable infrastructure rather than a temporary automation effort.

Engineering Discipline as a Force Multiplier

In parallel with the technical build, Focused worked closely with Offino’s internal engineering team to introduce structured sprint planning, iteration discipline, and a practical SDLC framework.

The outcome extended beyond the agent itself. Offino gained a more predictable and scalable development process capable of supporting continued evolution of the system.
